The Ministry of Industry and Trade offers to reset the VAT on Russian electronics and imported components to zero

 

MOSCOW, June 16. / TASS /. The Ministry of Industry and Trade of the Russian Federation proposes to reset VAT on Russian electronic products to zero, as well as VAT and duties on imported components that are not produced in the country, the Ministry told TASS.

 

"In order to create equal conditions for price competition between Russian products and foreign products, it is necessary to establish a zero VAT rate on Russian electronics sold, it is also necessary to cancel the payment of import VAT and duties on components that are not produced in our country," the Ministry of Industry and Trade said.

 

The Ministry calls the current situation paradoxical, in which most of the equipment is manufactured using imported electronic components, it is possible to import finished equipment into Russia with zero duties, and components for its production in Russia - with duties of about 5%. This increases the price of products, said the Ministry of Industry and Trade.

 

At the same time, the Ministry of Finance opposes such a proposal, which, according to the Ministry of Industry and Trade, leads to a budget shortfall of 29 billion rubles. in year. Also, zeroing VAT will require additional organizational efforts from companies.

 

In addition, the Ministry of Industry and Trade and the Ministry of Finance may set reduced tariffs for contributions to social funds, which is already valid for software developers. According to the Ministry of Industry and Trade, this measure will be most effective for design centers involved in the development and design of microelectronics.

 

The Ministry of Industry and Trade is preparing a series of measures to support radio electronics. In the near future, government purchases of imported electronics will be prohibited without the permission of the ministry. It is also planned to introduce a “second redundant” rule for public procurement, in which all bids with proposals for the supply of imported electronics should be rejected if there is at least one bid with Russian equipment. The authorities intend to prohibit the inclusion in applications of additional technical specifications for products, except those included in the catalog of a unified information system in the field of procurement.
