Denis Manturov held an Industrial Coordination Council in Veliky Novgorod

April 23, Veliky Novgorod - Denis Manturov, the Minister of Industry and Trade of the Russian Federation, held an Industrial Coordination Council in Veliky Novgorod. The topic was the role of Russian regions in stimulating demand for radio-electronic industry products. The head of the Ministry of Industry and Trade of Russia together with the Governor of the Novgorod Region Andrey Nikitin visited the OKB-Planeta enterprise, which develops and manufactures radio equipment and components.

 

In 2020, state customers and state-owned companies purchased radio-electronic products for more than 1.2 trillion rubles, 285 billion rubles of which were spent on domestic electronics. Today, the task is to increase the share of revenue of Russian electronic industry enterprises in the total revenue of the industry to 60% in 2025.

 

Denis Manturov noted the importance of the electronic industry in the digital transformation in Russia.

"We will have to ensure a full-scale transition to domestic hardware and software systems, which will be the basis of key services for the population, the state and business. It will let us double the revenue of manufacturers of Russian electronic equipment to 5 trillion rubles by 2025 and to 7.3 trillion rubles by 2030. We are already forming the necessary technological platform in several areas, primarily in the field of microelectronics. I mean the creation of industrial consortia, the network expansion of design centers and the production development on the principle of Fabless-Foundry", said Denis Manturov.

However, it is impossible to solve national tasks facing the industry without the full state support. Thus, since this year, the budget financing of the industry has been increased in several times – 279 billion rubles are provided in the three-year period, 110 billion of which have already been brought to the Minpromtorg.

"Thanks to this, we have significantly expanded the number of support measures, extending them to all stages of the product life cycle. Moreover, the priority is given to mechanisms that stimulate the introduction of products in different sectors of the economy. Regulatory measures are also effective: quotas and restrictions on the foreign products admission for the public procurement. In 2020, we managed to increase the share of Russian equipment in domestic regulated markets by 30% to 285 billion rubles. By 2024, we must exceed the target of 700 billion rubles. For this purpose, it is planned to establish a ban on purchasing foreign analogues of Russian electronics since this year. We also expect the release of the Presidential Decree banning the use of imported electronics at critical infrastructure facilities", stressed Denis Manturov.

Now, the Ministry of Industry and Trade of Russia together with the Ministry of Finance are launching the implementation of "cross-cutting" cross-industry projects that include the entire production chain of electronic products from materials and components to end devices and services. Each of them will have the key customer and at least 10 similar projects, that should be launched by the end of the year.

"Among them are: the construction of Rostelecom optical backbone networks, providing Russian Post with automated workstations, the supply of industrial controllers to Rosatom and smart electricity meters to Rosseti. At the same time, forming new market niches we will protect our interests by controlling the use of domestic solutions", said the Minister.

During the working trip, Denis Manturov visited JSC OKB-Planeta – one of the oldest enterprises of the semiconductor industry in the country. Currently, it is one of the leading enterprises in the field of development and manufacture of functional units of radio receiving and transmitting equipment and microwave components in the Russian Federation. In particular, OKB-Planeta manufactures microwave electronic components, functional microwave units and modules, power converters and cooling systems. The company participates in state programs implemented by the Minpromtorg.

 

Denis Manturov also held the working meeting with the Governor of the Novgorod Region Andrey Nikitin. During the meeting the parties discussed the industrial potential of the region. One of the important issues was the project support to create an innovative scientific and technological center Intelligent Electronics-Valdai (INTC). The Minpromtorg supports the creation of the center on the territory of Russia. The center created in Veliky Novgorod corresponds to the national development goal of Russia, aimed at digital transformation.
